You can say that again. Most media pundits I've seen agree with you, as does Jack Straw, apparently. But those who think Bush wouldn't dare do it are not taking into account his messianic complex. Hersh's depiction of Bush's belief that only he "has the courage" to use nukes sounds an all too accurate note, IMO.
